  8. exclusive. So no wonder the star-studded residents
  9. hyperventilated when honorary mayor Martin Sheen declared the
  10. seaside community a "nuclear-free zone, a sanctuary for aliens
  11. and the homeless and a protected environment for all life, wild
  12. and tame." The Chamber of Commerce, which had appointed the
  13. actor-activist to the ceremonial post, was upset. Would their
  14. enclave be overrun by homeless Malibums? The unrepentant Sheen
  15. issued a second decree, making Malibu a "free-speech zone
  16. forever."
